Need Help

As you can probably tell, I'm no english major, so I don't know if it's called irony or not.... but what do you call a response to the question "Will the Real Bob Casey Please Speak Up?" given by his campaign manager Jay Reiff?

I would like to think that at the very least Bob Casey himself could stand up. Maybe he was too busy with his duties at the treasurer's office.
