Why is Bob Casey on the Side of the Payjackers?

Now that the pay raise is ostensibly dead, elected officials in Pennsylvania are trying to get Gene Stilp's suit against it in Commonwealth Court dismissed. Who are these paragons of public service?

Also seeking dismissal of the Commonwealth Court case were Senate President Pro Tempore Robert C. Jubelirer, R-Blair; House Speaker John M. Perzel, R-Philadelphia; and Treasurer Robert P. Casey Jr., a Democrat.
Here's a simple question--why would anyone even pretending to be in touch with the voters of Pennsylvania defend the pay raise in any fashion? I can only explain Casey's actions in one of three ways: he doesn't think we're paying attention, he owes more to the Harrisburg power brokers than he does to us, or he honestly doesn't know any better. None of those scenarios give me a warm fuzzy about sending him to the Senate.
